The Meta Business Manager ad account limit starts at one. A new business portfolio (Meta's current name for Business Manager) can create a single ad account until it makes a confirmed payment. Meta's help center says this "goes up to 3 when a campaign delivers and a payment is made," and from there the limit grows based on your spending history and how you use the accounts you already have.

There is no single public maximum. Each portfolio has its own number, which you can see under Ad account creation limit in Business info. A brand-new portfolio and one that has spent steadily for years can have very different limits.

The creation limit is also not the only cap that matters. One person can manage up to 25 ad accounts, one ad account can be assigned to up to 25 people, and you can personally create only 2 business portfolios. Here's the full picture, with the numbers Meta publishes and the ones it doesn't.

How many ad accounts per Business Manager?

Meta doesn't publish tiers beyond the first steps. Its troubleshooting page says that all advertisers "can have only 1 ad account until they make a confirmed payment from it," and that "generally, we adjust your ad account limit based on historical spending and use of existing ad accounts."

So the honest answer is: as many as your history supports. You'll find blog posts with neat tables (5 to 10 accounts for "active advertisers," 100+ for "partners"). Those numbers don't come from Meta, and we couldn't verify them. Don't plan your agency structure around them.

For context, the limit can get very high for long-standing advertisers. Meta advertising educator Jon Loomer has publicly said his own limit is 2,500, which he puts down to having been around a long time. That is one advertiser's account, not a benchmark.

What raises the limit

From Meta's own wording, three things matter:

  • Spend history. Accounts that run campaigns and get paid build the case for more.
  • Use of existing accounts. If you already have idle accounts, Meta's advice is to use them before asking for more.
  • Accounts in good standing. Meta lists "1 or more of your existing ad accounts are in bad standing" as a separate reason you can't create a new one.

Jon Loomer also notes that the fastest route to a higher limit is through a Meta account rep, if you have one. Meta's own page points advertisers with a sales representative to contact them.

How to check your ad account creation limit

  1. Go to Settings in Meta Business Suite.
  2. Click Business info in the left menu.
  3. Look under Ad account creation limit for the maximum number of ad accounts allowed in this portfolio.

If you can't see Business info, you probably don't have full control of the business portfolio. Ask someone who does.

Why you can't create a new ad account

When the Create a new ad account button fails, Meta lists three causes:

  • You've reached your ad account limit. Closed accounts count. So do accounts disabled after 60 days without usage or spend. You can reactivate a closed account instead of creating a new one.
  • One or more existing accounts are in bad standing. A disabled account in the portfolio can block new ones. Resolve it first. Our guide to a disabled Facebook Business Manager covers the portfolio-level version of this.
  • You don't have permission. Only people with full control of the portfolio can add ad accounts.

There's a fourth case Meta mentions on its advertising restrictions page. When it sees unusual activity in a portfolio, one of the temporary restrictions it can apply is "loss of the ability to create new ad accounts." If your limit says you have room but creation still fails, check Account status overview in Business Support Home.

The other Meta Business Manager limits that hit agencies

25 ad accounts per person

This one surprises growing agencies. Meta's ad account limits page says one person can manage up to 25 ad accounts. A media buyer handling 30 client accounts can't be assigned to all of them. Spread access across the team, and remove yourself from accounts you no longer work on.

2 business portfolios per person

You can personally create up to 2 business portfolios, but you can be a member of any number. Agencies usually don't need to create many portfolios themselves. Clients create and own theirs, and add the agency as a partner.

Owned versus shared ad accounts

Meta gives you three ways to bring an ad account into a portfolio: create a new one, claim an existing one, or request shared access to an account that sits in another business's portfolio. With shared access, Meta says, "the account will remain in their portfolio, but access will be shared with your portfolio."

For an agency with 12 clients, shared access is usually the right structure. Each client owns its ad account, pays with its own card and keeps the account if it changes agencies. The agency doesn't fill its own portfolio with accounts it can never delete.

Ad limits per Page

There's also a cap on how many ads can be running or in review for a single Page, and it applies across every ad account that advertises for that Page. Meta's tiers are based on the Page's highest-spending month: 250 ads below $100K, 1,000 below $1M, 5,000 below $10M and 20,000 at $10M or more. Meta says these upgrades are automatic and can't be requested. If several accounts or partners share one Page, people with full control of the Page can set separate ad limits for each of them.

Opening a second Page to get around the limit usually backfires. Meta points out that separate Pages end up bidding against each other in the same auctions and split the learning the delivery system uses.

More ad accounts in one Business Manager is not redundancy

A high ad account limit is useful. It is not the same thing as being protected.

Meta can apply restrictions at the portfolio level. When a business portfolio is restricted, Meta says it "isn't allowed to advertise." Every ad account inside it stops at the same time, however many you have. Ten ad accounts in one Business Manager with one admin is still one point of failure.

Real redundancy is spread out: more than one business portfolio, at least two people with full control of each (Meta recommends this for security too), separate payment methods, and backup accounts already set up with campaigns ready to turn on. We go through the setup in our guide to backup Facebook ad accounts.

One caveat, because it matters: redundancy protects a compliant business from mistakes and outages. Using extra portfolios to keep running ads Meta already rejected is what Meta calls evading enforcement, and it can get every connected asset restricted.

This is the structure Ad Shield builds. The Full Infrastructure Setup ($2,000 one-time) includes 3 Facebook profiles, 3 Business Managers and 10 ban-resistant ad accounts, set up on AdsPower and handed over with access, a walkthrough and ongoing support. If you need more headroom than a standard account gives you, agency ad accounts are provisioned under an agency structure with higher trust and higher limits. Our guide to Meta agency ad accounts explains how they differ. You can compare the options here.

Frequently asked questions

How many ad accounts can I have in Meta Business Manager?

A new business portfolio can create one ad account until it makes a confirmed payment. Meta says this goes up to 3 when a campaign delivers and a payment is made, and grows further based on spend and history. Your exact number is shown under Ad account creation limit in Business info.

How many Business Managers can one person create?

Meta says you can personally create up to 2 business portfolios, the current name for Business Managers. There is no limit on how many portfolios you can belong to.

Do closed ad accounts count toward the limit?

Yes. Closing an ad account doesn't remove it from the business portfolio, and Meta says closed accounts still count toward your ad account limit. Accounts closed after 60 days without use or spend count too.

Can I delete an ad account from a business portfolio?

No. An ad account created in a business portfolio is permanently part of it and can't be deleted or transferred. You can only close it.

How do I increase my Meta ad account limit?

Meta adjusts the limit based on historical spending and use of your existing ad accounts. Spend consistently, pay on time, keep accounts in good standing, and contact your Meta sales representative or support if you have a case for more.
